Take the Conan exit of the shinagawa station. Walk straight into escalators and you will reach this place. This area is walk only and no vehicles are allowed. So on the same floor you have the bus stop and also the taxi stand, also a smoking room. This is one of the busiest stations in japan. Plethora of convenience stores, restaurants and izakayas around.
